The Concept of Public Human Resource Development and Its Practical Implications Hsiao Yu

This paper discusses two concepts: one is publicness; the other is human resource development. Based on the concept "socially conscious human resource development" from business administration, the author proposes the concept "public human resource development" That is, the human resource development of the public sector could adopt public learning process to empower public administrators. It might not only promote the public administrators' ability to beware the public interest and social values, but also upgrade their performance in delivering public service. The author also suggests that both empowerment and public accountability are the key components in the institutional design of the public human resource development. The public dialogue among internal stakeholders and external stakeholders is inevitable too. Some specific suggestions on Taiwan's public human resource development are also proposed.
