The purpose of the paper is to examine the range of regulatory governance that has been so widespread during the last decade. Firstly, it analyses the two approaches, public interest and public choice regulation, in which legal institutions and practices both support, and hold modern systems of government. Secondly, the main focus will be on major questions and unsolved issues of regulatory governance to find out the differences amongst countries. However, learning from some discussion of the application from developed country models to those of developing countries, it is argued that Taiwanese government should reform her government regulation, strengthen regulatory governance, and enhance her regulatory capacity.Keywords:government regulation, regulatory governance, regulator, regulation
