Globalization and Reform of National Recruitment System Chang Shih-hsien

Globalization is both a transcending phenomenon and a continuing process of capital accumulation. It has impacted national recruitment system. This paper discusses how globalization impact national recruitment system with documental analysis, based on Comparative Studies on Examination Systems for Civil Services. The study finds that: the selection for appointment is made on merit on the basis of fair and open competition; the processes, techniques and measurements of recruitment are multiple and comprehensive; and the systems of recruitment and selection are on the way of decentralization. The conclusion is that the acts and regulations of recruitment and selection should be revised according to the need of globalization to promote national competitiveness.
