Strategic Analysis of Civil Service Recruitment in Taiwan , R.O.C:Lessons from USA , UK and Japan Ke Sun-jyi

The purpose of this paper attempts to analyze reforms of civil service recruitment in USA , UK and Japan . This research finds the followings of common policies:promoting public-private personnel exchange, empowerment management, agencification, expanding the recruitment and promotion of female and disabled public employees.
Based on these findings , this paper presents the following strategic issues for reforms of civil service recruitment in Taiwan:executive agency Law, recruiting private sector personnel, abolish examination of in-house promotion, revise civil service performance Law, establish national center for examination techniques and promotion of female, disabled and aboriginal people in government management.
