The third session of the sixth Legislative Yuan approved an amendment of the Act on courteous treatment for former-presidents and vice presidents. The amendment has its contribution to the legitimation of courteous treatment for former-presidents and vice presidents, but the legislative process of this amendment was so hastily, finally by means of party negotiation, that there are too emotional and specific on some articles of the amendment. Therefore, it can not be regarded as a comprehensive act and is necessary to consider another amendment. My study has researched about the development of the courtesy system and the problems needed to be resolved for the amendment of the Act.
