The corporate agenda of public universities is related to the pressure of substantial funding for education, even related to academic autonomy. In the framework of University Act, there are academic autonomy in public universities, but not a corporate, not independent in law. We need redefined the accrual and function in relation of principals& teachers and so on. Public universities are accepted control by The Ministry of Education, could not deorganization. Public universities not are administration organizations, the characters of them not the same with administration organizations.We shall discuss the paradox of the Corporate Feasibility of public universities and the roles of Boards and The Ministry of Education.
