New Instrument for Regulatory Governance: Regulatory Impact Assessment Cheng Kuo-Tai

The OECD considers the UK regulatory reform successful but there are still some aspects that need further attention for developing countries. Regulatory impact assessments in the UK promote the understanding of regulatory impacts. It ensures that the most efficient and effective policy options are chosen. Regulatory impact assessments emphasis on collaboration and cooperation draws in issues of citizen involvement, participation and consultation in order to build partnerships, strengthen social capital and secure social consent to governance, and to specific acts of policy. The purpose of this paper is to present an innovative approach to policy analysis designed to improve policymaking processes and policy outcomes, using experiences from the UK for Taiwan government.
