A Study of the Promotion of Citizenship Ethics for Civil Service / Guh Muh-Chyng

Citizenship ethics is the behavior norms of one citizen to be expected to practice for his country. Compare to the general citizens, civil service is the main runners of one country. So, they take more burden than the general citizen to execute citizenship ethics. A civil service should, by means of his duty, to get through the following responsibilities for citizenship ethics:enlarging the number of one country's citizen and increasing their citizen rights; reducing or subsidizing participation cost and consumption cost for the disadvantaged groups to alleviate influence difference among the groups in one society; non-hierarchically exercising discretionary authority; placing public interest above any other considerations; educating the citizenry; and advancing the value of community.
