In the western developed countries, democracy has been part of the political culture for hundreds of years and the idea of administrative neutrality has been internalized as the civil servants' decency. With the development of party politics in Taiwan, the regime is becoming more democratic. The development of civil servants' administrative neutrality plays a particularly important role in this democratization process.
