Is it appropriate to have female counterparts take grassroots police, fire fighting or costal cruising job? What is the position that the personnel recruiting institutes take and what are their requirements? How to draw up the examination policy and what about its relevant mechanisms to support the policy? Finally, how to justify the controversy over different value judgments in policy making? It is unavoidable to run into different viewpoints in the process to explore those issues. Base on justice and equality and in the face of versatile opinions, this paper has used the approach of value judgment theory to handle the issue of pluralistic value conflict trying to provide analysis and recommendations for the policy.
