Core Competence-Oriented Personnel Administraion / Chang Chun-Yen

Now Taiwan is facing competitive pressure from around the world. Enhancing national competitiveness becomes one of the main policy goals of national development. And core competence also becomes the fundamental basis to increase administrative effectiveness in the private or public sectors. The Central Personnel Administration (CPA) is making efforts to develop the strategic Human Resource Management(HRM) to promote the core competences of our civil service system.
The purposes of this article are to study the meanings of core competence, to discuss which core competences that our civil workers should possess, and how to implement core competence-oriented personnel administration for government reengineering, including recruiting, promotion, training, performance evaluation, and elimination.
