A Discussion about Civil Servants' Recreational Activities / Tsai Chi-Shyan

Recreational activities are outcome of civilization. It becomes increasingly important following the development of society and economy. With various functions, it possesses diversified values for individuals, groups and society, and even more beneficial for civil servants. It can help increase their efficiency in providing service, cultivate abundant vitality and creativity, improve civil servants' health, release increasingly gained pressure, bring more fun to weekends and holidays life, and benefit welfare measures of public service. Therefore, public agencies and schools have been advocating and holding recreational activities actively during recent years, and implementation guidelines are formulated for regulation. After a thorough examination of the present system, it is found that different agencies are different in items held, reduction on recreation budget has affected activities being held and also participation willingness, club activities are not popularized, and there is inconvenience in using Citizen's Travel Card. Looking into the future, and aiming at the actual needs, it is recommended that the following measures should be taken for further improvement, they are: 1. to integrate recreational activities resources effectively; 2. to build the concept of paying by the benefited; 3. to make the best use of routine holidays for holding recreational and leisure activities; 4. to increase discounted recreational items by cutting expenses; 5. to encourage agencies in sponsoring club activities; 6. to participate in non-governmental recreational activities. By doing these, there will be healthy and happy civil servants who are wholesome in physical and mental development, and at the same time, the administrational efficiency of the government can be improved, so that their civil service life can be more interesting and colorful.
