Introduction to Political Appointee Act Draft and Political Appointee Salary Regulation Draft / Chiang Iy-Shi

We currently have political appointees and regular personnel in our civilian officer system, although the difference is not distinct. Regular personnel have already had a complete and tight system in the current personnel legal system while there is only Statute Governing Retirement and Consolation Payments to Political Appointees. Despite of the application of Act on Property-Declaration by Public Servants, we still lack of unified and complete laws governing political appointee range and their rights and obligations. In the past years, political party politics promptly developed and people had eager requirements on democracy politics with high expectations on political appointee to serve government posts. To meet democracy politics development in Taiwan and proper establishment of political appointee legal system, Ministry of Civil Service has completed draft of Political Appointee Act and Political Appointee Salary Regulation and submitted to the Legislative Yuan after review by the Examination Yuan and Executive Yuan. Once the legislation is completed, it will help greatly establishment of personnel system of political appointees and practice of public opinion politics and politics of responsibility.
