The Design for New System of Political Personnel / Shi Neng-Jie

Even though Taiwan has entered an era of democracy where highly intense party competition has been the normal way of politics, the political appointment system is so defectively designed that mismatches occur all the time. Even more unfortunately, the underlying framework adopted now is still the product of authoritative polity of the past several decades. This paper offers a new model of thinking about how to design a political appointment system for matching the new democratic polity in Taiwan that enlarges first the scope of political appointment and also enables to attract and retain political appointees. Of particular, the type of political positions, the salary schedules and ethical standards are the key issues discussed in this paper.
