The New Thinking and Model of Training Competent and Proficient Civil Servants in the 21st Century / Chou Hung-Hsien

In the complicate and rapidly-changing 21st century, human resources have become the most important assets in both of the public and private sectors. Whether the government can satisfactorily meet its people's requirements is closely related to civil servants' quality and capability. Therefore, civil servants' training is becoming more and more important. Only when our civil servants are competent and proficient can we have a capable, efficient, and competitive government.
Our Civil Service Training and Education Act was promulgated on January 30, 2002. This Act serves as the foundation of our civil servants' training. The present article not only discusses the difficulties that we may encounter, reviews and evaluates the implementation and effect of the Act, but also provides advanced suggestions to cope with the challenges that our government may face in the 21st century.
