Globalization and Civil Service Recruitment and Selection Strategy: An introduction to the Leaderless Group Discussion / Huang Yi-Feng Lee Yu-Ting

The trend of globalization has impacted the civil service reform in many countries. The governments have to compete with the private sectors for attracting high quality human resources in the wake of globalization. It is necessary for governments to view civil service recruitment and selection with strategic thinking. This article presented three levels of selection strategies including hurdles, balanced scoring and competency-based selection and issued the necessary efforts toward improving selection methods through the introduction of Leadership Group Discussion (LGD).
