In the trend of globalization, west researchers begin to build the concept of "multi-governance". These theories can be well implied in different context, so every country should choice a right one.In this article, I try to list different typology researches made first and use these typologies to compare modern countries' civil reform, second, I'll introduce "policy transfer model" and relative comparative research. By introducing these theories, we could avoid west Chauvinism, treat every civil reforms in the world equally.
