Examples to the Reform of the Personnel Institutions in Taiwan / Yun-Tung Tsai Hseik-Wen Soong

The Civil Service system varies from country to country according to their cultural and historical heritage, and the constitutional and practical role of the Civil Service usually affects the organizations and operation of its personnel administration. In order to improve the performance of personnel institutions of the Civil Service in Taiwan, this research aims at the institutional reforms of personnel administration in the movement of governmental reconstruction of Taiwan. To reach the goal, we campared the differences of organizations and functions of personnel institutions among countries such as the United States, the Great Britain, French, Germany, Australia, and New Zealand, and Japan. This research will also go further to summarize their unique experiences of the foregoing countries with expectation of imposing references to the forthcoming reform of the personnel institutions in Taiwan.
