Discussion on the Reform and Development of Civil Service Protection and Training System in Political Transition / Tsai Liabg-Wen

Civil Service System is the basis for operation of the governing agencies of a nation. In order to facilitate the national development toward modernization, it is indeed necessary to set up a perfect civil service system with supplementary, constructive, encouraging, and protective value. With regard to the protection system concerning the rights and interest of civil servants, the design and planning shall be of both initiative and entirety so as to make the civil servants be comfortable with their duties, bring their potentiality into full play, and exert all their efforts. As for a training system with constructive value, it aims to develop the potentiality of civil servants and enhance their professional knowledge for the purpose of raising the administration efficiency.

In January 1996, the Civil Service Protection and Training Commission Organic Act was promulgated by the President of the Republic, based on which the said Commission was officially founded on June 1 of the same year. In October 1996, the President of the Republic also promulgated for the enforcement of Civil Service Protection Act, the first remedy system specifically for the rights of our civil servants. With the enforcement of Civil Service Training and Further Education Act promulgated by the President of the Republic in January 2002, the complete legal system for civil service training and further education was established. As our first political party rotation was carried out on May 20, 2000, this article is to evaluate the operation and change of the protection and training system before and after the party rotation. Also, I will present my personal view on the direction of its future development. What requires toning up in the protection system includes: institute the organization and function of civil service court, reasonably substantiate the protection system, and realize the substantially fair employment opportunity, so as to crate a harmonious civil service environment. In terms of training program, discussions may be focused on the training and further education. For the present, the matters requiring our urgent action comprise: who shall be in charge of training and further education, to set up a truly national competent authority to take charge of the comprehensive planning and policy, institute the legal systems regarding training and further education, strengthen the function of National Civil Service Institute, integrate training with promotion evaluation system, place importance on the training result evaluation, and make clear of the training goals and plans, in order to solidify our civil service training system. This article is therefore to solicit the comments of circles and provided as a reference for the relevant authorities.
