The New Dutch Senior Public Service / Peng Ching-Peug

Developed countries are finding that there is a gap between how their public sectors are, and how the interests of the nation need them to be now or in the future. Under the influence of globalization, decentralization, and knowledge economy, every country needs to improve its leadership capability to deal with the rapidly changing governance environment. Senior civil service is the crucial institution that needs to be strengthened, no matter it is traditional or market oriented system. The Dutch Senior Public Service, established in 1995, adopted incremental approach in expanding its membership and policy orientation. The Service effectively improves job mobility, competency management, and development of the senior servants.
