Discussion on the Reform and Development of Civil Service System in Political Transition / Tsai Liang-Wen

Upon completion of the first party rotation, our new government brought up an appeal - "vigorous Taiwan, vital government" - in hopes of establishing a "small but efficient, small but capable", and highly effective government. Also, in order to match up with the international community of globalization and with knowledge economy, our government has been actively promoting reformative programs with a wish to make itself a globally competitive and vital government. Public servants are the substantial forces for the government to move forward, and their quality and ability are the key factors for whether the government can achieve its administrative goals. What our government faces at present is the globalization and political movement, as well as how to "change" the environment under administration so as to make its administration "workable"? It primarily lies in "catering to the trend"; that is, how to catch up with thoughts of the time, grasp opportunity and demand, and thus make favorable change, which indeed deserves considerable thinking. The Examination Yuan is the highest organization in charge of the civil service personnel system, shouldering the main responsibility to perfect the legal system for civil service. This article is first to describe the change of civil service system before and after the party rotation, including the administration of the Ninth Examination Yuan Council and its result, and then to expound the white paper of new government with respect to the governmental reengineering, the administrative guidelines made by the first Minister of Civil Service after the party rotation and by the Tenth Examination Yuan Council, and the effect of the resolution made by "Government Reengineering Committee" on the civil service system. Then, it will make a comprehensive review on the implementation of civil service system advocated by the Examination Yuan subsequent to the party rotation. Finally, an illustration will be made on the proper direction for reform of civil service system. At the time when the international community is under a vehement competition, knowledge is being employed, and information is fully circulating through internet, our thought shall focus on efficiency. Based on the trust of our people, the Examination Yuan makes plans by matching up with the policy of new government, inspires the professional knowledge of public servants, enhances the overall administrative efficiency, and strengthens the nation's competitiveness.
