Discussions on Limitation on the Participation of Civil Servants in Political Activities / Lee Chao-shien

Up to now, no substantial and explicit regulations have been made in our country with respect to whether a civil servant is allowed to enroll for election, assist in an election, be a member of political party, take post in political party, engage in activity of political party, make donation to a political party, or raise donations for a political party. Such lack of regulations has been besetting our competent authorities, also has our civil servants find no course to take. This paper intends to look into the criteria of limitation on the participation of civil servants in political activities and analyze such participation by category so as to figure out the limitation on the participation of civil servants in political activities for the purposes of providing reference to the central authority in charge of personnel in its legislation or regulation amendment, as well as providing a course for civil servants in their participation in political activities.
