Stones of Other Hills used to Polish Gems: Analysis and Discussion of Our Civil Service Human Resources Policy from the Perspective of the Human Resources Policy made by US Federal Government in the face of Knowledge Economy /Tseng Chie-hong

Action of US Federal Government is always a significant director for discussion of reengineering of our government organization. The US government not only promptly imported the new concept of administration, but also actually carried it out on its operation. One of the most important segments in government operation is the human resources, which would concern the result of the government reform and, even more, affect its overall performance. Therefore, with respect to the human resources policy of US Federal Government in the face of knowledge economy, this paper is to explain the human resources policy from its origin, analyze such policy, and then analyze and discuss on our civil service human resources policy.

On the part of our policy, the discussions will be focused on the aspects of regulation and system. Further, an explanation will be given to the characteristics of the current human resources policy, and the inspiration of US policy on us. Finally, suggestions on our future human resources policy will be provided to facilitate the consideration of our government for a feasible manpower policy.
