Discussion on the Reform of Examination System Subsequent to Party Rotation / Tsai Liang-wen

After the 2000's presidential election, the central government of the Republic of China underwent its first party rotation. At the same time, certain changes occurred to the examination systems before and after the rotation. This writing is first to recount the course of development of the examination systems before and after such party rotation, such as: the key points of the Ninth Administrative Guidelines of the Examination Yuan, and the administrative achievements of the former Minister Chen, former Minister Wu and Minister Liu of Examination. Also, this writing will discuss on the reform of the examination systems undertaken subsequent to the rotation by referring the policy of the white paper in regard to the reform of the new government and in accord with the conclusions of the meeting of Government Reform Committee. Further, this author will touch upon the suggestions and opinions collected from various circles in the"Public Hearing for Proposal of Flexible Employment of Government Manpower" held by the Examination Yuan. Finally, the review and evaluation on the reform taking place subsequent to the party rotation in the principal examination systems will be made from the aspects of organization reengineering, the examination for civil service changing to examination for qualification, credibility and effect of examination, empower decentralization, and the public service for taking care of the disabled groups. It is beyond question that the execution of government policies can be accomplished only with the support of the members of the Examination Yuan Council as well as the acceptance of the Congress.
