The Research of Gender Equality in Civil System Gender mainstreaming is an important core concept of current governance. The government advocates that any policy shall be incorporated with the gender consciousness. Therefore, no matter at the regulations of law system or government organization, the government needs to inspect the current lawful regulations and policy conducts to see if they follow our nation’s gender policy. This means by using the contents of gender equality policy and the spirits of CEDAW to inspect the policies of our government. This research is using the concept of gender mainstreaming to self-audit our civil system which includes current national examination, selecting officials, and the practice of civil servant resource management in employing, promotion and cultivation. Meanwhile, this research will investigate whether these factors effect the regulations and conducts of gender equality or not. This research is also to inspect the management of civil human resources in OECD nations and the practice of promoting equal gender work. We hope to start from exploration of documents by deep interview, Delphi method and quantitative questionnaire as research methods then to understand the view points of researchers and civil servants. By this way, we can provide the improving methods for gender equality in civil system or suggestions on related complete measures and to strengthen the gender consciousness in civil system for the need of national policies and development. After the study, this research recommends that the examination and selecting officials need to be amended. The civil human resources need to carry out the friendly family plan and strengthen the gender consciousness by cultivation and educational training. Then we need to practice the policy of “any gender shall not be less than one third” and pass through the equal gender consciousness in civil system. Thus, this system can be practiced and expected the righteousness of gender. |
