Human resource development has always been the major force in the development of the society. It is also one primary policy concern for public and private sectors’ regeneration. In recent years, the personnel administration reform has shown different directions in different counties, however, the common focal points are on senior civil servant’s examinations, training, and appointing system development and update. Selecting high-quality personnel to serve at a senior level, and provide training for them will elevate their ability of implementation on policy development, performance management, organizational leadership, and strategic management. Therefore, how to strengthen the senior civil servant training and thereby enhance the overall competitiveness of the country, are important issues in the current civil servant training system reform. Senior civil servants enact an important role in contemporary government administration. A quote from management science saying: “Bottlenecks always occur at the top of the bottle". As the Minister Guan of the Examination Yuan noted, senior civil servants are the business and administrative experts, the CEOs in the organization, and also the cross-pollinators of policy and catalysts of the organization. In summary, the senior civil servant plays a key role in the organization. Therefore, it’s important and urgent to enhance the quality of senior civil servants. Current discussions about the training of senior civil servants mostly focus on the institutional aspect of either training program design or screening methods, such as planning the training program for senior civil servants, or setting up the committee for senior civil servants. However, the resource and professional content provided by singular training organization has its limitation. Moreover, the structure and content often varies from the trainees’ needs. In addition, senior civil servants training should include the world’s impulse to equip the trainees with the world-wide perspective. This study intends to observe the possibility of establishing domestic and foreign strategic alliances. We look forward to providing a new direction for senior civil service training and make an efficient use of national resources through strategic alliances. |
