This study collects the statistics of civil servants and carries out quantitative analysis. In addition, qualitative analysis, such as literature review, in-depth interview, expert opinions and etc, is conducted. From the viewpoint of human resource management, this study attempts to explore the supply and demand of labor in government, and establish the model to forecast the demand and supply in next five years after the re-organization of the government. According to the strategic objectives of “The project of civil service reforms and planning” proposed by the Examination Yuan, this study reviews external and internal human resource environment of the government, to figure out the factors influencing the development of the supply and demand of labor in government, and to explore the impact on civil service in terms of forecasted supply and demand. Furthermore, through three aspects of the structure of civil service, supply and demand of external and internal labor markets, this study proposes comprehensive analysis and conclusions in order to effectively allocate human resource of civil service and provide the reference in making policy and civil service. A. The structure of civil servants 1. To promote the interchange of civil servants between the central and local governments in order to mitigate the impacts of aging issue of the central government, and to meet the talent needs of the local governments. 2. To lead salary of newly-appointed civil servants to match that of private sector and to improve underutilization of civil servants. B. The demand and supply of external labor market 1. To propose scientifically sound personality tests, enhance the validity of civil service examination and recruit talents with active attitude. 2. To open labor market to foreigners, increase the supply of labor force, mitigate the competition between private sector and public sector, and lower the impact of the decreasing birthrate. 3. To gradually extend retirement age in face of aging trend, fully take advantage of existing manpower, moderate the growth of demand for labor, and reduce the government financial burden. 4. To gradually adjust salary structure, decrease underemployment, and attract high-level talents. C. The demand and supply of internal labor market 1. To reform the performance evaluation system, enhance the validity of performance evaluation, contribute to understand the performance of government employees, and raise the quality of civil servants. 2. Establish promotion system on the basis of performance, and combine performance evaluation, training and promotion to quickly promote talents. 3. To enrich related statistics of the demand and supply of labor in government, and establish the platform supplying nationally static and dynamic time series data. |
