協力理論在跨界人力資源管理的應用:以「政府機關與績優民間機構人才交流 實施辦法草案」為例

《摘要》

人力資源是組織的重要資產,而公務人力資源之良窳,與政府 施政的績效息息相關。不過,政府機關文官制度的特色與優點,迥異於民間機構在高科技與專業領域的彈性化與競爭力。近年來逐漸受到重視的公私協力理論,其目的即為透過公私部 門各自的優點,彌補彼此的差距。本文即以公私協力理論為基礎, 選定「政府機關與績優民間機構人才交流實施辦法」作為個案,探 討公私部門之間在人力資源上相互協力的新興模式,最後提出建構 我國公私部門人才交流機制的策略建議。

Theory of Public-Private Partnership and Its Implications for Human Resource Management: A Case Study of the Draft of the “Mechanism for Exchange of Personnel between the Public and Private Sectors”

Abstract

Human resource is a crucial resource for all organizations. The quality of civil service manpower resources is closely tied to the effectiveness of government. However, the characteristics and advantages of national civil service system are different from the flexibility and competitiveness of high technology and other professional enterprises.

Recently, the theory of “public-private partnership” is an important idea to narrow the gap between public and private sectors. The paper is based on the theory of public-private partnership and the draft rule on the “Mechanism for Exchange of Personnel between the Public and Private Sectors” was selected as a study case. Finally, this paper summarizes its suggestions for developing mechanisms for the exchange of personnel between the public and the private sectors.
