This Study focus on Recruitment and Retain issues of Public Personnel management in 3 Island Counties. According to research methods of literature review, personal database (2014 to 2021) statistics, and scholar/ practitioner conferences, the study advocate that recruitment and retain is not only specific for Island counties, and will also influence the whole personnel management, so the proper strategy will need to consider national personnel management institutions or framework first, following changes and possible signs, then we can design realistic solutions. |
