This Study tries to analyze and provides suggestions on human resource management policies for Professionals and Technologists in public service, we wish to achieve the following goals: (1) The practices of recruitment and selection for Professionals and Technologists in public sector. (2) Analysis of the problem of talent recruiting and retaining for Professionals and Technologists in public sector. (3) Suggestions for improving the recruitment and selection methods for Professionals and Technologists in public sector. (4) Suggestions on related institutional measures for Professionals and Technologists in public sector. Secondary data analysis, in-depth interview, and focus group are the primary methods used in this study. In the short term, this study provides suggestions in four dimensions of Professionals and Technologists recruiting and selecting, on-boarding, training and retaining. Finally, the medium and long-term recommendations regarding human resource management measures for Professionals and Technologists in public sector: 1. Introduce the Assessment center to civic service system. 2. Improve the overall working conditions of civil servants. 3. Strengthen the internal incentives of public servants. 4. Increasing the flexibility of personnel regulations. Finally, this study believes that the aforementioned recommendations are based on the assumptions that the public sector Professionals and Technologists system will continue to be maintained by the theory of incrementalism. However, from the perspective of “zero-based” thinking, we believes that system is worthy reserved and perform its functions.
