A Study of Public Private Partnerships in the Europe Commission Sun Ben-chu & Cheng Kuo-tai

The purpose of this paper is to study the suitability of the existing European Commission's framework on specific characteristics of public-private partnerships and the valuable contribution of the European Commission's Green Paper on public-private partnerships (PPPs). It can be argued that to achieve the objective requires the right public infrastructure through investment, accompanied by a reform of public services, and a pragmatic, flexible approach to how they are delivered. Finally, PPPs play an important role in the delivery of the Government's investment plan for public services. We can learn some reflections from the experience of the EU for Taiwan.
