In response to the development of globalization and new political environment, civil servants should continue de-bureaucracy, promote the philosophy of "doing more is correct and doing nothing is inaccurate," increase core values of institutes and enhance the function and vitality of civil service mechanism. The government should, promote civil society norm such as honesty, being free from corruption and integrity in order to ensure the trust of citizens on civil servants and confidence on the government administration. This is one thing we have to emphasize. Under changes of government governance environment, main issues should focus on the procedures of administrative reforms, the transparency of policy making, the establishment of a mechanism of anti-corruption and a balanced mode of legal system.To meet the needs of our current political environment, the administrative system should carefully create ethics construction of justice judgment. Whistle-blowers help the government governance.
