According to the policy analysis, the most important values of the government policy are "innovation, initiative, and professional." However, an investigation report shows that the previous value we mentioned is exactly what our public servants lacked for. In view of this, this study employs the electronic brainstorming as a technique of organizational development intervention and helps the seed team's discussion. After the four weeks seminar, we propose three implementation models of the core values for the authorities' referral.
