The Research on Adjusting the Examination System of Professionals and Technologists / Lin Yi-nan

In order to cope with the challenge of international competition, insure the conformity of Taiwan's "Professionals and Technologists Examination Act" with WTO regulations and protect our nationals' working rights, the Examination Yuan has initiated a review of the implementation of examination system of professionals and technologists. Because of the principles of most-favored-nation and national treatment under the WTO agreement, its member must fairly assess the professionals' and technologists' knowledge and experience, promote the professional skill and service quality, and improve national competitiveness, etc. This research expects to consult other countries' relative systems and then build up a better examination system in Taiwan. Therefore, this research will fully focus on the following four professionals (lawyers, accountants, architects and doctors) provided within Article II of "Enforcement Rules of the Professionals and Technologists Examination Act", and then analyze the relative problems and measures after Taiwan's admission to the WTO. Finally, this research will make some conclusions and suggestions for the Taiwanese government. This research will take a two-way approach: (1) intensive research of existing literature on the relative subject, and (2) intensive discussion of existing problems with the team members and invited guests.
